Amends Section 37-48 to modify non-general fund program measures reports by changing the reporting period from six fiscal years to four prior fiscal years and two ensuing fiscal years for target population data.

Removes requirements to report program size indicators and program size planned for the next six fiscal years from non-general fund program measures reports.

Modifies Section 37-49 to require non-general fund cost element reports to include budget journal details by cost element and non-general fund names and account codes for each item or object code.

Requires all non-general fund reports to be submitted by October 1 annually to the legislature by each department.

Effective date set for July 1, 3000.
