Establishes an exception to the clergy exemption from mandatory child abuse and neglect reporting when clergy members believe substantial risk exists that abuse or neglect that is "especially heinous, atrocious, or cruel, manifesting exceptional depravity" may occur in the reasonably foreseeable future.

Clarifies that clergy members must report information about child abuse or neglect received from sources other than penitential communications, regardless of whether the same information was disclosed during a penitential communication.

Defines "penitential communication" as confidential communications (including sacramental confessions) made to clergy members authorized to hear them under religious discipline, with a duty to maintain secrecy.

Defines "especially heinous, atrocious, or cruel, manifesting exceptional depravity" by reference to section 706-657 of Hawaii Revised Statutes.

Takes effect upon approval and does not affect rights, duties, or proceedings that existed before the effective date.
