Amends Hawaii Revised Statutes Section 269-19 to establish review deadlines for public utility mergers, consolidations, acquisitions, and changes of control.

Requires the Public Utilities Commission to issue a decision within nine months for applications from public utilities other than investor-owned electric utility companies.

Requires the Public Utilities Commission to issue a decision within twelve months for applications from investor-owned electric utility companies (defined as for-profit electric utilities with shareholder-owned stock).

Defines "investor-owned electric utility company" as a for-profit electric utility company that issues stock owned by shareholders.

Effective date: June 30, 3000.
