Amends the definition of "broadband infrastructure" in section 206R-1 to specify it includes fiber optic cable, copper cable, coaxial cable, and wireless media such as satellite communications and microwave access, rather than referencing section 440J-1.

Amends the definition of "broadband service" in section 206R-1 to describe it as an always-on service with computer processing, information provision, and computing interactivity enabling internet access at Federal Communications Commission minimum speeds, excluding wireless network infrastructure over licensed spectrum.

Updates section 356D-11.5 to reference the broadband definitions in section 206R-1 instead of section 440J-1.

Modifies section 481-9.5 to clarify that cable operators subject to chapter 440G are exempted from certain requirements to the extent regulated by chapter 440G or the Federal Communications Commission.

Repeals chapter 440J, Hawaii Revised Statutes, relating to telecommunications and cable industry information reporting requirements for broadband service providers, effective June 30, 3000.
