Expands the definition of "beer" to include any alcoholic beverage containing at least 0.5% alcohol by volume obtained by fermentation of malt or substitutes, including grain, bran, glucose, sugar, molasses, and alcoholic seltzer beverages.

Excludes sake, cooler beverages, and distilled spirits products from the beer definition.

Authorizes brewpub licensees to sell beer they manufacture on their premises for on-premises consumption and in sealed containers for off-premises consumption through growlers and other approved packaging.

Allows brewpubs to sell their manufactured beer to various wholesale and retail dealers, restaurants, hotels, and other licensed establishments, and permits brewpub operations at satellite locations under the same trade name.

Permits minors accompanied by a parent or legal guardian of legal drinking age to be on brewpub premises.
