Establishes a Substance Use Disorder Services Clinic Working Group within the Department of Public Safety with representatives from the Department of Public Safety, Department of Health, and Department of Human Services

Working group chairperson shall invite participation from school representatives within 750 feet of methadone clinics, methadone clinic representatives within 750 feet of schools, Healthcare Association of Hawaii representatives, and other stakeholders as deemed necessary

Working group shall develop recommendations to balance the needs of persons receiving substance use disorder treatment with public safety needs

Working group must submit findings, recommendations, and any proposed legislation to the legislature no later than 20 days before the 2024 regular session convenes

Working group ceases to exist on June 30, 2024
