Prohibits knowingly posting personal information of federal judges, Hawaii state judges, U.S. probation officers, and certain judiciary social workers on the internet with intent to intimidate, threaten harm, or under circumstances where a reasonable person would believe it exposes them to harassment or risk of harm.

Defines "personal information" as home address, telephone numbers, social security number, email address, directions to home, vehicle license plate number, or photographs of home or vehicle.

Applies to sitting federal judges, full-time Hawaii Supreme Court justices, full-time judges of Hawaii appellate and trial courts, U.S. probation officers, and judiciary social workers who supervise probationers or serve as court-appointed guardians.

Allows affected individuals to seek injunctive or declaratory relief in court and requires courts to award reasonable attorney's fees and costs upon finding a violation.

Takes effect upon approval and does not affect rights, penalties, or proceedings that matured or began before the effective date.
