Expands the Hawaii Promise Program to provide need-based scholarships to undergraduate students at all University of Hawaii campuses, including four-year institutions (previously limited to community colleges).

Eligible students must be Hawaii residents, submit FAFSA annually, maintain satisfactory academic progress, enroll in classified degree/certificate programs with at least 12 credits per semester (four-year campuses) or 6 credits (community colleges), and demonstrate unmet direct costs.

Scholarships cover unmet direct costs including tuition, fees, books, supplies, and transportation, awarded on a greatest-need basis up to a maximum of eight semesters per student.

Establishes a Hawaii Promise Program subaccount within the University of Hawaii general fund and requires annual reporting to the legislature on the number of scholarships provided.

Appropriates an unspecified sum from general revenues for fiscal years 2023-2024 and 2024-2025 to establish and implement the expanded program.
