Requires the Department of Health and Oahu Regional Health Care System to develop a strategic plan for utilization of all Oahu Regional Health Care System facilities and submit findings and recommendations to the legislature by twenty days before the 2024 regular session.

Extends the deadline for assimilating the Daniel K. Akaka State Veterans Home from the Department of Defense to the Oahu Regional Health Care System from June 30, 2023 to June 30, 2024.

Requires the Oahu Regional Health Care System and Department of Defense to submit a joint progress report to the legislature on construction and operator hiring for the Daniel K. Akaka State Veterans Home by twenty days before the 2024 regular session.

Appropriates funds for a capital improvement project to construct a transitional treatment and housing facility on the Leahi Hospital campus, with the requirement that no funds shall be expended unless matched dollar-for-dollar by the City and County of Honolulu.

Appropriated funds shall not lapse at the end of fiscal year 2023-2024 but any unencumbered amounts shall lapse as of June 30, 2025; the act takes effect on June 30, 2050.
