Amends Hawaii Revised Statutes Section 109-1(a) to modify the composition and voting status of the stadium authority's ex officio members.

Changes the University of Hawaii system president (or designee) and the Department of Education superintendent (or designee) from non-voting ex officio members to voting ex officio members of the stadium authority.

Maintains the director of business, economic development, and tourism (or designee) as a voting ex officio member of the stadium authority.

Preserves the existing composition of eight appointed public members plus three ex officio members, with two community representative positions defined by specific geographic boundaries in Oahu.

Takes effect on July 1, 2023.
