Amends Hawaii Revised Statutes Section 304A-402 to allow all Hawaii high school graduates to automatically qualify for resident tuition at the University of Hawaii, regardless of residency duration or dependent status.

Adds a new criterion (subparagraph 2) establishing that graduation from a public or private high school in Hawaii automatically qualifies a student for resident tuition rates.

Maintains existing residency requirements for non-high school graduate students, including the 12-month residency requirement and dependent status restrictions.

Designed to address Hawaii's "brain drain" by encouraging high school graduates to remain in the state for higher education rather than attending colleges outside Hawaii.

Takes effect on July 1, 2023.
