Amends Hawaii Revised Statutes Section 46-4 to prohibit counties from adopting ordinances that restrict housing density on state lands within 0.5 miles of an elevated mass transit station.

Adds new subsection (g) to Section 46-4 establishing that county zoning powers do not extend to limiting housing density on state lands in proximity to transit infrastructure.

Makes minor grammatical and technical corrections to existing zoning law language, including changing "such" to "the" and "as to promote" to "that promotes" in relevant provisions.

Takes effect upon approval.
