Exempts off-grid residential photovoltaic energy generating systems installed on rooftops from county permitting requirements, provided installations comply with all applicable state and county building and zoning codes.

Limits state and county liability for claims arising from exempt off-grid photovoltaic system installations to cases involving gross negligence or intentional misconduct.

Prohibits off-grid residential photovoltaic systems that receive an exemption under this law from ever being eligible for interconnection to the Hawaii electric system.

Defines "off-grid residential photovoltaic energy generating system" as rooftop-mounted electricity-generating modules that convert solar energy for residential use and are not connected to the Hawaii electric system.

Effective date: June 30, 3000.
