Authorizes candidates and candidate committees to donate residual campaign funds to the general fund of the State or to the real property tax general fund of any county, in addition to returning funds to contributors.

Applies to candidates who fail to file nomination papers, withdraw from elections, lose elections, or are elected to office and have unused campaign funds after their respective time periods expire.

Allows candidates who are elected to office to donate funds for up to four years from the election date; candidates who lose elections have one year to donate funds.

Requires candidate committees that dispose of campaign funds pursuant to this section to terminate their registration with the campaign finance commission.

Effective June 30, 3000.
