Establishes an immigrant services and access unit within the office of community services to promote economic self-sufficiency, inclusion, and community integration for immigrants by improving access to services, resources, and benefits.

Unit may offer English language training, translation and interpretation, workforce development training, legal services, citizenship and naturalization assistance, and programs to help immigrants access government services.

Services are available to immigrants, refugees, Compact of Free Association residents, undocumented persons, and other individuals regardless of immigration status.

Unit shall coordinate with nonprofit organizations, other state immigrant-serving agencies, and county immigrant services offices, and establish an advisory committee with representatives from immigrant communities and relevant agencies.

Appropriates funds for 2.0 full-time equivalent positions (coordinator and clerical) in fiscal year 2023-2024 and 5.0 full-time equivalent positions (coordinator, clerical, and three specialists) in fiscal year 2024-2025, along with operations and service provision expenses.
