Requires the Director of the Office of Enterprise Technology Services to develop guidelines and standards for removing TikTok and other ByteDance applications from all state government information technology systems and state-funded internet networks by December 31, 2023.

Defines "covered application" as TikTok or any application or service developed or provided by ByteDance Limited or entities owned by ByteDance Limited.

Provides exceptions for law enforcement activities, national security interests, and security research activities, with agencies required to document risk mitigation actions for any authorized use.

Cites national security concerns regarding TikTok's ties to the Chinese Communist Party, its parent company ByteDance's location in Beijing, and potential data sharing with the Chinese government.

Takes effect upon approval.
