Establishes a five-year magnet school pilot program within the Hawaii Department of Education beginning with student enrollment in the 2024-2025 school year.

Designates Wai'āhole Elementary School and Kā'a'awa Elementary School as pilot magnet schools, with Wai'āhole offering a specialized agricultural curriculum and Kā'a'awa offering a "mauka to makai" watershed curriculum.

Requires each magnet school location to employ at least one full-time counselor, one full-time vice principal, one full-time media specialist, and one full-time topical specialist.

Appropriates funds for eight full-time equivalent (8.0 FTE) positions across both schools for fiscal years 2023-2024 and 2024-2025 (amount left blank in bill text).

Requires the Department of Education to submit a report to the legislature by 20 days before the 2029 regular session with findings on enrollment effects, community resource usage, and recommendations on whether to continue, modify, or terminate the program, which shall end at the conclusion of the 2028-2029 school year.
