• Requires vehicle inspection certificates to verify that motorcycles, mopeds, and motor vehicles are not equipped with non-compliant mufflers or exhaust systems under sections 291-24 or 291-24.5.

• Elevates violations of noisy muffler laws from a fine of up to $100 to a petty misdemeanor with penalties of up to $500 fine or 30 days imprisonment.

• Suspends, revokes, or refuses renewal of official inspection station permits upon a third or subsequent willful violation within 18 months of rules requiring inspection of muffler and exhaust system compliance.

• Expands the definition of prohibited muffler conduct to include offering mufflers for sale and specifies that cut-outs, bypasses, and similar devices are prohibited if they increase vehicle noise above factory levels.

• Adds repairing or installing non-compliant mufflers or exhaust systems to the list of prohibited practices for motor vehicle repair dealers and mechanics.
