Establishes an Art in Private Places and Performing Arts Committee within the State Foundation on Culture and the Arts, composed of the foundation's executive director (chairperson), senate and house culture and arts committee chairs, and two performing arts community representatives.

Committee shall oversee implementation of art in private places and performing arts pilot programs, solicit and review performing arts grant proposals, select proposals for funding, and evaluate grant outcomes.

Creates a performing arts special account in the state treasury to receive revenues from the pilot programs, gifts and grants for performing arts, legislative appropriations, and revenues from facility rentals, concessions, and performance recording agreements.

Requires the committee to submit annual reports to the legislature (by day 20 prior to each regular session beginning in 2024) on the art in private places pilot program status and revenue, and on funded performing arts proposals and their outcomes.

Appropriates unspecified funds to the State Foundation on Culture and the Arts for fiscal years 2023-2024 and 2024-2025 to establish the pilot programs and create one full-time permanent position to oversee them.
