• Authorizes the Director of Finance to issue special number plates commemorating the Honolulu Museum of Art to registered vehicle owners who are Hawaii residents and complete required applications and pay fees.

• Requires the Director of Finance of Honolulu, in consultation with other county directors, police chiefs, and the Museum director, to design plates that identify the Museum, match standard plate size and shape, and remain clearly readable without obstructing required information.

• Establishes fees covering the county's production and administrative costs plus a fundraising fee determined by the Director of Finance in consultation with the Museum director, with renewal plates able to include an additional fundraising fee.

• Directs fundraising fee revenue to be deposited in a separate account for the Honolulu Museum of Art as determined by the Director of Finance.

• Allows the Director to revoke all special plates issued if fewer than 150 registered vehicle owners obtain the plates within three years of initial issuance.
