Specifies qualifications for State Foundation on Culture and the Arts Commission members, requiring appointees to have demonstrated accomplishment or expertise in culture, arts, history, and humanities, and familiarity with Hawaii's people and cultures.

Requires the governor to ensure commission membership includes at least one member with background or experience in each of the following areas: public education needs, neighbor island communities, native Hawaiian culture and diversity, and urban design and public infrastructure.

Appropriates funds from general revenues for fiscal years 2023-2024 and 2024-2025 to the individual artist fellowship program for awarding one-time fellowships to promising artists at no less than $25,000 per fellowship (specific appropriation amount left blank in bill).

Requires geographic representation on the commission with at least one member residing in Hawaii County, one in Kauai County, and one in Maui County.
