Amends the definition of "special interest vehicle" to require vehicles be at least 35 years old or modified to resemble a 35-year-old vehicle, replacing the previous blanket definition of "any age."

Replaces fixed year references (1968) with a rolling 35-year age requirement for street rod vehicles and street rod replica vehicles in Hawaii Revised Statutes Section 286-26.5.

Requires street rod vehicles and replica vehicles to meet the safety standards that were in effect at the time of manufacture.

Establishes a motor vehicle safety inspection and registration task force composed of transportation and law enforcement officials to consider inspection requirements, streamline registration processes, and submit recommendations to the legislature by 20 days before the 2024 session; task force dissolves June 30, 2024.

Takes effect June 30, 3000 (appears to be a drafting error for an intended effective date).
