H.B. 487 Summary

• Extends the sunset date of the trauma-informed care task force from July 1, 2024 to June 30, 2025, and adds a new duty for the task force to serve as an advisory board to the office of wellness and resilience.

• Transfers the office of wellness and resilience from the office of the governor to the department of human services effective July 1, 2025.

• Establishes the wellness and resilience advisory board within the department of human services with 11 members including directors of health, human services, education, and public safety, plus representatives from judiciary, University of Hawaii medical school, Kamehameha Schools, law enforcement, nonprofits, and the Compact of Free Association community.

• Authorizes the office of wellness and resilience to address wellness and resilience issues through cross-departmental coordination, identify unmet needs, seek federal and private funding, streamline procurement, and create a social determinants of health electronic dashboard.

• Repeals Chapter 27, Part IX of Hawaii Revised Statutes relating to the office of wellness and resilience in the office of the governor.
