Requires the animal industry division of the Department of Agriculture to administer an assessment and approval process for importing and moving aquatic livestock in Hawaii, including pre-arrival disease verification, point-of-entry inspection, post-arrival inspection, and quarantine procedures as necessary.

Authorizes the animal industry division to issue permits for aquatic livestock import and movement purposes.

Requires the animal industry division to develop an aquatic biorisk-based framework that categorizes aquatic livestock species based on the probability and consequence of establishing feral populations, and to maintain biocontainment standards certifying operational safety levels.

Adds three new statutory definitions: "aquatic biorisk" (probability and severity of harm from escaped aquatic livestock), "aquatic livestock" (domestic and non-domestic fish, crustaceans, and mollusks raised for food or commercial purposes), and "biocontainment" (safety practices to prevent infection or release of pathogens).

Takes effect July 1, 3000.
