• Authorizes the director of finance to issue special Duke Kahanamoku commemorative license plates to registered vehicle owners who are Hawaii residents upon application and payment of required fees.

• Requires Malama Pono, Inc. (owner of the Duke Kahanamoku trademark) to grant explicit permission for trademark use and all proceeds to benefit the Outrigger Duke Kahanamoku Foundation.

• Establishes design standards for the special plates including words or images identifying Duke Kahanamoku, similarity to standard state plates, and visibility of required registration information.

• Directs the director of finance to charge fees covering county costs plus a fundraising fee determined in consultation with the Outrigger Duke Kahanamoku Foundation; revenue shall fund water safety, swim education, and athlete development programs statewide.

• Allows the director to revoke all special plates if fewer than 150 vehicles register for them within three years of initial issuance; becomes effective June 30, 3000.
