Establishes a Hawaii health data exchange framework by September 1, 2030, to enable real-time sharing of health information among health care entities and government agencies using national standards and policies.

Requires specified health care organizations including hospitals, physician groups, nursing facilities, health plans, and clinical laboratories to execute a data sharing agreement by September 1, 2032, with real-time health information exchange beginning by that date.

Requires smaller health care entities including physician practices under a certain size, rehabilitation hospitals, critical access hospitals, and nonprofit clinics to begin exchanging health information on January 31, 2034.

Establishes a working group convened by September 1, 2023, consisting of state agency directors, health care industry representatives, and legislative members to advise on developing and implementing the framework, with required focus on social determinants of health, underserved populations, behavioral health, and data security.

Appropriates funds to the department of health for fiscal years 2023-2024 and 2024-2025 to implement the act; exempts framework implementation actions from competitive bidding requirements while ensuring transparency.
