Authorizes producers to sell raw milk and raw milk products directly to consumers for human consumption, provided the farm owns no more than 10 milk-bearing cows.

Requires the board of agriculture to adopt rules by July 1, 2024, establishing production standards, contamination prevention measures, and conditions for cow-sharing arrangements.

Mandates labeling on all raw milk and raw milk product containers with "RAW MILK," "RAW MILK PRODUCT," or "CONTAINS RAW MILK PRODUCTS" and a warning statement "Contains pathogens that may be unsafe to consume."

Authorizes the sale of raw goat milk for pet consumption with department of health rules required by July 1, 2024, including labeling requirements and contamination standards.

Decriminalizes direct sales of raw milk and raw milk products in compliance with this act and its implementing rules, exempting them from existing milk licensing and distribution requirements.
