• Requires joint contractors and subcontractors on construction projects to submit their bids to a bid depository established and operated by the Department of Commerce and Consumer Affairs.

• Allows joint contractors and subcontractors to submit different bids to different general contractors bidding on the same project.

• Mandates that all subcontractor and joint contractor bids be held in the bid depository and released to general contractors only 24 hours before the closing deadline for bids.

• Requires general contractors to use only bids timely submitted to the bid depository and imposes fines of $10,000 or 15% of the total contract award, whichever is greater, for each violation.
