Adds "electronic smoking device" and "e-liquid" to the definition of "tobacco products" in Hawaii Revised Statutes Section 245-1, making them subject to cigarette and tobacco tax laws.

Defines "electronic smoking device" as any device delivering aerosolized or vaporized substances, including e-cigarettes, vape pens, and electronic hookahs, but excludes FDA-approved drugs and devices.

Defines "e-liquid" as any liquid designed for use in electronic smoking devices, excluding prescription drugs, medical cannabis, and medical devices used to deliver those products.

Repeals Chapter 28, Part XII of Hawaii Revised Statutes, which established the electronic smoking device retailer registration unit under the attorney general.

Effective date set for January 1, 3000.
