Allows bidders on public works construction projects to clarify or correct immaterial or technical information in subcontractor listings for up to 24 hours after the bid submission deadline.

Requires construction bids to be opened no sooner than 24 hours after the deadline for bid submission.

Defines "immaterial or technical information" to include irregularities that do not affect substance, typographical errors, missing signatures, and suspended/forfeited licenses later reinstated, but excludes the identity of subcontractors.

Maintains existing authority of the Contractors License Board to enforce licensing requirements and existing rules for bid correction or withdrawal.

Sunsets on June 30, 2026, returning procurement law to its previous form.
