Amends Hawaii Revised Statutes Section 342L-62(a) to require the Fuel Tank Advisory Committee to hold no fewer than one regular meeting in each quarter of a calendar year.

Committee shall study issues related to leaks from field-constructed underground fuel storage tanks at Red Hill Bulk Fuel Storage Facility, Kuahua Peninsula, Pacific Missile Range Facility Barking Sands, Hickam Pol Annex, and Schofield Barracks Military Reservation.

Committee responsibilities include assessing health and environmental effects of leaks, response strategies to mitigate effects, improving communication between Navy, Air Force, Army, State, water supplies, and the public, reviewing groundwater test results, evaluating implications of facility shutdowns, and tracking progress toward agreements between State, county, and federal government.

Appropriates unspecified general revenue funds for fiscal years 2023-2024 and 2024-2025 to the Department of Health to obtain contractor support for additional advisory committee meetings.

Effective date: July 1, 2050.
