• Prohibits use of the term "All Hawaiian" on roasted coffee, instant coffee, or ready-to-drink beverages unless produced entirely from green coffee beans grown and processed in Hawaii.

• Changes existing requirement that geographic origin labels require only 10% Hawaii-grown coffee to instead require disclosure of the actual percentage used, with minimum 10% threshold to use a geographic origin in any labeling or advertising.

• Mandates that coffee roasters and manufacturers maintain records for two years on volume and geographic origin of all coffees purchased, sold, and used, with department access for enforcement purposes.
