Amends Section 166-11, Hawaii Revised Statutes, to allow the Department of Agriculture to extend agricultural park leases with remaining terms of 15 years or less for an additional 30 years.

Extension eligibility requires that the leased land be 25 acres or less, located in a county with a population under 500,000, and in active agricultural production as determined by the department.

Defines "active agricultural production" as either deriving major annual income from livestock, poultry, crops, or related products within a reasonable period, or fully utilizing premises for production of leased crops or products.

Exempts lessees from active production requirements if failure to meet them results from mental or physical disability or loss of a spouse.

Takes effect upon approval.
