Adds new section to Hawaii Revised Statutes Chapter 46 establishing exemption from county permit requirements for repetitive construction projects of facilities controlled by Department of Education, University of Hawaii, or School Facilities Authority

Amends Section 103-39.5 to expand exemption from county off-site improvement requirements to include University of Hawaii and School Facilities Authority facilities, in addition to public school facilities

Exemption does not apply to federal, state, or county floodplain management development standards or requirements under the National Flood Insurance Program
