Department of Hawaiian Home Lands may issue interim administrative rules after conducting beneficiary consultation with lessees, applicants, and native Hawaiians.

Interim rules become effective upon approval by the Hawaiian Homes Commission and are exempt from chapter 91, HRS public notice, public hearing, and gubernatorial approval requirements.

Interim rules are effective for a maximum of 18 months from the date they take effect or until the department adopts permanent rules under chapter 91, HRS, whichever occurs first.

Authority to issue interim rules terminates on a date to be specified (blank in text).

Act takes effect upon approval.
