Prohibits operation of gasoline-powered leaf blowers (defined as those powered by two-stroke internal combustion engines) at any time in urban land use districts.

Applies existing time-of-use restrictions to non-gasoline-powered leaf blowers, limiting operation to 8:00 a.m. to 6:00 p.m. on weekdays and 9:00 a.m. to 6:00 p.m. on Sundays and state/federal holidays within residential zones or within 100 feet thereof.

Increases fines for leaf blower violations to $100 for first offense, $250 for second offense, and $500 for each subsequent offense; provides for forfeiture of gasoline-powered leaf blower upon third violation of the gasoline-powered prohibition.

Removes existing exemption that allowed government entities and their agents to use leaf blowers without restriction.

Allows counties to adopt stricter limitations on leaf blower use than state law requires, with more restrictive requirements taking precedence.
