Amends Section 46-13.1, Hawaii Revised Statutes, to change how compensation benefits are calculated for volunteer firefighters injured or killed in the line of duty.

Replaces the fixed rate of $18 per week with "equivalent firefighter pay based on years of service and rank" as the basis for determining compensation benefits.

Maintains that volunteer firefighters remain entitled to workers' compensation benefits under Chapter 386 when sustaining injuries or deaths arising from training or performance of duty.

Benefits are calculated using whichever method is most favorable to the claimant: average weekly wages from usual employment, equivalent firefighter pay based on years of service and rank, or the previous method.

Takes effect upon approval; does not affect rights, duties, or proceedings that occurred before the effective date.
