Requires in-bound travelers to Hawaii to complete an environmental and agricultural affirmation acknowledging their responsibility to respect and protect the State's environmental and agricultural resources and to abide by all state and federal laws, including those protecting endangered species and ecosystems.

Modifies the existing plant and animal declaration form (Hawaii Revised Statutes § 150A-5) to include the environmental and agricultural affirmation that all passengers, officers, and crew members must complete upon arrival.

Extends the affirmation requirement to all documentation, electronic or otherwise, that travelers must complete to enter the State, except documents related solely to dangerous communicable diseases.

Requires the Department of Agriculture, in consultation with the Department of Business, Economic Development, and Tourism, to revise and implement the updated declaration form no later than April 22, 2024.

Effective date set for June 30, 3000 (appears to be a drafting error, as this date is in the distant future).
