Clarifies that "residential zone" includes residential districts, apartment districts, and business mixed use districts for leaf blower restrictions.

Removes the blanket exemption for government entities from leaf blower restrictions, but allows their use during prohibited hours only in cases of emergency as defined in section 127A-2.

Maintains existing operating hour restrictions: 8:00 a.m. to 6:00 p.m. on regular days and 9:00 a.m. to 6:00 p.m. on Sundays and state or federal holidays in urban land use districts within residential zones or within 100 feet thereof.

Preserves existing penalty structure: $50 for first violation, $100 for second, $200 for third, and $500 for each subsequent violation.

Takes effect on June 30, 3000.
