Defines advisory committee membership including legislators, state agency representatives, county transportation officials, and community organization representatives focused on bicycling, seniors, young families, public health, and transportation equity.

Amends the Safe Routes to School Program coordinator duties and transfers responsibility for developing streamlined project application processes and annual reporting from the department director to the advisory committee.

Appropriates unspecified sums from the state highway fund to the safe routes to school program special fund for fiscal years 2023-2024 and 2024-2025 to support program operations, projects, and federal fund matching.
