• Amends Hawaii Revised Statutes Section 205-4.6(a) to clarify that expired private agreements limiting agricultural uses on classified agricultural lands are void if not renewed and recorded after their expiration date.

• Specifies that any private agreement recorded on or before July 8, 2003 that limits or prohibits agricultural use or activity is considered void if it has expired and has not been renewed and recorded in the bureau of conveyances.

• Maintains existing protections that restrictions renewed and recorded after July 8, 2003 are subject to the prohibition on restricting bona fide agricultural uses and activities.

• Preserves exemptions for restrictions protecting environmental or cultural resources, agricultural leases, utility easements, and access easements from being voided.

• Effective upon approval.
