Changes the definition of "car-sharing termination time" from the latest to the earliest of specified events, including expiration of rental period, return to agreed location, or when the owner takes possession of the vehicle.

Adds "authorized" to the definition of "peer-to-peer car-sharing" to specify that the operation must be authorized by the vehicle owner.

Excludes lessors (as defined in sections 251-1 or 437D-3) from the definitions of "peer-to-peer car-sharing program" and "shared car owner" to clarify application to other rental vehicle entities.

Excludes rental or U-drive motor vehicles as defined in section 286-2 from the definition of "shared car."

Repeals the June 30, 2025 sunset date for Act 56, Session Laws of Hawaii 2022, making peer-to-peer car-sharing insurance requirements permanent rather than temporary.
