Allows landlords or landlords' agents to charge application screening fees when processing rental applications for residential property to cover costs of background checks, tenant reports, and credit reports.

Restricts application screening fees to applicants who are 18 years of age or older and whose income is being used to meet financial qualifications.

Requires landlords to provide applicants with a receipt for the fee and a detailed breakdown of costs upon request.

Mandates landlords return any unused portion of the application screening fee to the applicant within 30 days after screening requests are submitted.

Directs the Office of Consumer Protection to produce informational materials and publicize the requirements for application screening fees by May 1, 2024.
