Establishes a new definition of "low alcohol by volume spirits beverage" as any alcoholic beverage containing no more than 5 percent alcohol by volume, including distilled spirits mixed with other ingredients.

Imposes a liquor tax on low alcohol by volume spirits beverages at $1.98 per wine gallon, effective July 1, 2023.

Expands the definition of "beer" in Hawaii's liquor tax and regulatory laws to specify a minimum alcohol by volume of 0.5 percent and explicitly exclude products of distillation containing distilled spirits or alcoholic spirits.

Broadens what ingredients can be used in beer production to include grain of any kind, bran, glucose, sugar, molasses, and other fermentable sugar sources beyond the previously specified malt and hops.

Effective date of June 30, 3000.
