HB 650 Summary

• Authorizes advanced practice registered nurses (APRNs) to serve as attending providers and consulting providers for medical-aid-in-dying under Hawaii's Our Care, Our Choice Act.

• Expands eligible counseling providers to include licensed APRNs and clinical nurse specialists with psychiatric or mental health training, and licensed marriage and family therapists, in addition to psychiatrists, psychologists, and clinical social workers.

• Reduces the mandatory waiting period between the first and second oral requests for medical-aid-in-dying medication from 20 days to 5 days.

• Allows waiver of the 5-day waiting period if the patient's attending provider attests the patient will die within five days after making the initial oral request.
