Authorizes Hawaii's Governor to enter into the Nurse Licensure Compact with other participating states, enabling nurses licensed in their home state to practice in all party states under a multistate licensure privilege.

Establishes requirements for obtaining a multistate license, including graduation from approved nursing programs, passage of NCLEX-RN or NCLEX-PN exams, criminal background checks via fingerprints, and absence of felony convictions or nursing-related misdemeanors.

Creates the Interstate Commission of Nurse Licensure Compact Administrators to coordinate licensure information, develop uniform rules, and manage enforcement across party states through a shared coordinated licensure information system.

Grants party state licensing boards authority to take adverse actions against nurses' multistate licensure privileges and requires reporting of investigations, disciplinary actions, and alternative program participation to the coordinated system.

Becomes effective upon legislative approval and allows Hawaii to recognize prior multistate licenses issued under the predecessor Nurse Licensure Compact while transitioning to the new uniform compact framework.
