Requires each county to adopt reasonable standards allowing construction of up to four dwelling units (duplexes, triplexes, and fourplexes) on residential land in urban state land use districts where single-family homes are currently permitted.

Counties must amend existing zoning restrictions relating to lot size, parking requirements, floor area, height, setbacks, and other development standards that are incompatible with multi-unit dwellings and increased housing density.

Encourages counties to identify and reform county code sections relating to permitting, building, and planning that could obstruct construction of the increased number of dwelling units.

Applies the four-unit requirement specifically to lands with urban state land use district classification; excludes such lands from provisions allowing two single-family units under existing law.

Takes effect upon approval; does not affect rights, duties, penalties, or proceedings that existed before the act's effective date.
