Authorizes counties to reclassify lands between 15 and 100 acres in rural, urban, and agricultural districts without Land Use Commission approval, provided at least 50% of housing units are reserved for persons and families earning at or below 140% of area median income.

Exempts the new county reclassification authority from the standard Land Use Commission review process that applies to larger parcels and conservation district lands.

Allows county land use decision-making authorities to consolidate state land use district boundary amendment proceedings with county general plan, zoning, and development plan amendments.

Addresses Hawaii's affordable housing shortage by enabling larger-scale affordable housing development projects to achieve economic feasibility for necessary infrastructure improvements like water treatment plants and sewer connections.

Takes effect upon approval and is intended to be budget neutral to the State while expanding the supply of affordable housing statewide.
