Authorizes county land use decision-making authorities to approve district boundary amendments for land areas greater than 15 acres but not greater than 30 acres, provided the county has adopted a qualifying ordinance.

Excludes from county authority amendments involving lands designated as important agricultural lands or lands classified as overall productivity class A or B by the Land Study Bureau.

Requires county ordinances to mandate that the county own and retain the affected land for at least 99 years and that 100 percent of the land be used for affordable housing with at least 75 percent of units reserved for persons and families at or below 100 percent of area median income.

Requires county ordinances to ensure district boundary amendments are consistent with applicable general or community development plans and include mitigation of impacts on county and state resources, including schools and highways, subject to appropriate department approval.

Effective July 1, 3000.
