H.B. 696 - Medical Cannabis Dispensaries Summary

• Amends the computer software tracking system for medical cannabis dispensaries to require the Department of Taxation to have ready access to tracking data for taxation and regulation purposes.

• Allows banks and financial institutions limited access to specific financial data from the tracking system for compliance with federal regulations, excluding medical or personal information about patients and caregivers.

• Requires the tracking system to allow integration with third-party software systems while maintaining mandatory use of the state's primary tracking system by dispensaries.

• Mandates the Department of Health submit an annual report to the legislature by day 20 before each regular session containing supply chain data, plant counts, harvest weights, retail prices, product recalls, and public safety information.

• Takes effect July 1, 2023.
